take up the existing vinyl if its in bad shape, buckling, turning up on corners, and just not a secure foundation. Off set squares so they do not become congruent on the bottom layer.

Second, remove the threshold with a crowbar or sorts, reapply the new one with cement fastening nails. No problem.
