Steve and Jay J have it "covered" pretty well, but I think one of the most important reasons for tar paper on the roof is to cushion the shingles and allow movement between the plywood and shingles without damaging the shingles. I have seen roofs with cracked shingles at the plywood joints when no tarpaper is used.
