Sandy, my feeling is that this is more advertising hype than science. Any paint will seal in lead based paint, until the bottom layers of paint loosen and the paint peels, anyway. The only totally safe lead paint is no lead paint. Safe removal is a big part of the answer to this as unsafe removal practices can be a lot worse for you, your kids and future generations.
