Moving to a Commercial apartment

We are unfortuantely moving from a beautiful apartment in Brighton MA to a very beatup apartment in Malden MA and need some guidance and suggestions to spruce the new place up. The Malden place has 5 rooms but the walls are old swirl plature painted many, many times.
The kitchen is rather small, gally style. I wish I could fax a picture so you could see the layout. What I would like is some suggestions on a low cost small budget revamp of the aptartment. We are moving to Malden to save to buy a house and just had a son in December so I want to make the new place as livable as possible while we are there.
One wood floor dry rotted and is being replaced. It is mostly wood floors throughout except for the kitchen and bathroom. A few celings are being completely replaced and others repaired but I feel like it will still not be appropriate living for the family.

Please help with any suggestions you may have in getting this place to look/feel more livable for us. Thank you.
