I had a house that had the same problem. Like the previous person said, check the grading and gutters/downspouts 1st. I also put down black plastic landscape fabric under the mulch next to my foundation. This seemed to slow some of the water from going directly into the basement (and it keeps weeds down as well). When I installed new gutters, I used the larger size gutters vs the smaller ones you'll get at Home Depot, etc. and buried black corrugated pipe to take the runoff 10' away from the house. By far, keeping the gutters clean was the best preventive maintenance I did.
