Mold stains in Oak Flooring

My daughter rented a cottage on a lake and the landlord required her to put down carpeting to "protect" the new oak flooring. After 2 years, she removed the carpet to find mold stains in the oak floor. No cleaners nor mild bleach solution would touch the mold as it appeared to be under the finish. The basement is wet and there is no ventilation and has a dirt floor. Mold stains can be seen from the basement on the underside of the sub-floor. The mold is worst over the furnace where there is damp insulation and drywall on the joists. Is there any way my daughter should be held responsible for refinishing the floors? Won't this just happen again if the mold is coming from the wet basement? HELP!!
