moisture on one window

I install a Kolbe and Kolbe crank out window 17 years ago. I have moisure on the inside of this double pane window every winter. This window is on the north side of the house on the second floor. I installed Marvin replacement window 2 years ago in the rest of the house. I have no moisture on any window in the house, except for the Kolbe window. The only way that I can keep the moisture off the window is to run a small fan on the window all of the time. Heat is on in the room. I can turn the heat off or on, keep the door opened or closed to this room. It doesn't matter. Any advise???
