moisture in the home

We have a newly constructed home(Ranch style), built in summer of 2001. We do have clay soil, and live on a corner lot. The house is contructed up to code with perimeter tile around the foundation, and with all of the cold air returns and free air returns. We have a daylight basement and noticed some mold forming around the window frames in the basement. Then we had some minor mold fungi on the main level. This was before we put our landscaping in. We lived in the house for 8 months before completing the yard. I put a gutter system on the home, and connected drain tile to the downspouts to have the water draining to the back of the property. We then proceeded to finish the landscaping with shrubs and bushes around the house.

We did have the windows professionally cleaned, we have a dehumidifier running 24 hours a day, and we even had our contractor put extra vents on our roof. We find that in the summer there is very minimal moisture around the windows, but when it became cold out there is alot of moisture around the windows.

We do not know what else to do . Our builder has never had this problem before, and our neighbors don't have this problem. If you have and suggestions please let us know. Thank you for your time.
