Moisture in Basement

I am in the process of making a $150,000.00 investment for my first home. I am 39 years old and very excited about this. The home will have an unfinished basement. The problem is, I noticed moisture on the concrete block (on one side of the basement). The builder advises this is because he did not have dirt covering the outside of the block. This is true...however...the part of the block that was damp was the part that was not and will not be covered on the outside with any kind of dirt. It is the top portion that will always be exposed to the eliments. Also, part of this block is by the stairs and has been drywalled, they have attached drywall directly to concrete block, which, by what all I have read online is a "no no". Do I have legitimate concerns???
