moisture in attic

I am in a newly constructed home (1 yr old) and am experiencing water damage on my second floor ceilings as a result of excess moisture in my attic. I have had a roofer and insulator in to check this out, and both feel this moisture has been in the attic since the time of construction. No signs of leakage and there is adequate insulation. I have mushroom style attic vents, soffit vents, and no power fans. I am in the Midwest, so during this cold winter weather, this moisture is in a never ending freeze-thaw cycle. You can see it frozen all over the interior surfaces, and when it warms enough it melts and drips all over the insulation and eventually leaks through the ceiling. Help! What is causing this and what should I do?
