moisture to the point you describe is not good.

Is there a groundwater vapor barrier (usually a heavy poly layer out over the ground)? Is there ground water or rain water leakage through thr block? Is the crawlspace insulated? Is the crawlspace ventilated (Ventilation should be there only if the floor joists are insulated and it should be open only in the heating months. If you open it in the summer, you let hot humid air in a cold space & experience condensation)?
