Moist Concrete Slab

A concrete slab that has carpet layed on top of it is
producing moisture. No signs of outside drainage problems
or any types of pipe breaks in the slab. A moisture meter
was used and a very high percentage of moisture was detected
in the slab. The slab was almost sweating. Will sealing
the floor cause further problems. And what type of seal
should I use? Also the apartment seems very high in
humidity once you enter. Help
