Mobile Home Skirting Insulation

I live in the northeast, and cold-wise, this has been the worst winter ever. For the third time, the water has frozen under my mobile home. The pressure tank has an insulation box around it, the pipe from the ground to the pressure tank has pipe insulation as well as an insulation box, but even with leaving the faucets dripping last night, it froze. It cost me $150.00 to have a plumber come out and thaw it only two weeks ago; he placed a light in the insulation box with the pressure tank, which seemed to work, but it went out late yesterday. Any brilliant ideas to stop this from happening in the future? Should I replace the skirting around the entire mobile with something more substantial? I really need help with this....Thanks, in advance.
