mildew smell

We are prepared to do as suggested: cover the earth with plastic, including the sidewalls. Plan to close the outside vents too, but only for the winter, which I am assuming is what you intended.We purchased a de-humidifer.We also have a sump-pump with trench.
We have heard of people spraying the crawlspace with diluted chlorine bleach. We noticed that neither of the responses from my postings mentioned the chemical spray treatment. Why would you not spray? Will the mildew not continue to grow? Keep in mind that while we plan to do everything possible to keep the water out, we don't think we will ever be able to correct the problem completely. We don't want to spray if it isn't neccessary because of potential health hazzard, so in your opinion, should we consider the spraying in addition to the above? Thank you again.J.H.
