It could be the installers fault if it was not nailed properly.
However, now that you have some blow off, you can probably see how many nails were used per shingle.
I used to do a shingle inspection by looking in the attic to see the nail spacing.
I agree with Steve that it's not Certainteeds fault. They manufacture many fine products and stand behind them. I would not hessitate to buy a Certainteed made product.
High winds can, and will, cause this to happen. Get a quote to have this repaired and then decide if it is worth looking at your homeowners insurance to have it repaired.
If it is only a few, it's probably not worth the claim.
