Lowering A Crawl Space/basement

My Family is either considering lowering our current basement and crawl space or putting that renovation money toward a new house. Our house is a backsplit, so it has a variety of levels, the bottom most being a basement, that is already 10 years finished and a crawlspace that isn't. The crawl space is about 3 1/2 feet in height and is about 650 - 700 square feet. The basement is about 7 feet in height and is 650 square feet. My question is, firstly; is it possible to lower my crawl space, and basement in the process, and secondly; is it cost efficient. Our family likes our house so an aditional 700 square feet would be tremendously enjoyable.
