lowering a basement floor

My family has expanded and we need more space but we can't afford to move to a different home. We have a subbasement the area of the entire house which, except for the oil furnace, oil tank and random storage is not being used because the ceiling is only about 7 feet high. If the subbasement floor could be lowered about 3 feet, I think we could capture an entire floor of usable space. What do you think and how big/expensive a job is this?
By the way, the structure is an adjoined building in the heart of New York City.
