I just had to reply again to this subject. Bottoms of joists are in tension, and not a good place to drill holes. The center is exposed to horizontal shear stresses which can cause the joist to split along the center. Holes in the center can increase the risk of a horizontal split. The top half is exposed to compressive stresses, and drilling holes in the top half does very little to "weaken" a joist.
