LJ - more details on linoleum

The flooring is in the front hall and was laid over existing linoleum about 5 years ago. It is not completely bubbled - hit and miss - part of the bubbling is on the rise of the step and some on the floor - it is all worth salvaging - as far as we are concerned its practically new. Are we safe in pulling away the part that is still adhered in order to get to the bubbled area - can we apply heat - hair dryer? to soften the area that is still glued?
