they make flourescent lighting with special cold weather ballasts. Also a 200 watt bulb puts out a lot of heat. Using bulbs with a wattage higher than the fixtures rating and bulbs that create too much heat can result in melting of insulation and the plastic in the fixture and/or premature failure of the wiring. The older 75 degree C rated sheathed electrical cable doesn't take the heat as well as the newer rated 90 degree C rated sheathed electrical cable which carries the -b rating after the initials nm which first came out around 1985 or so.
