I don't understand your formula for basement lighting? Require more to get the same??? How's this formula. Amount of light generated = amount of light emitted.

You should be concerned with heat. Hallogen lights make lots of heat. If using recessed lights I would not go with lights that generate lots of heat. They do make 50 watt spots now that don't get very hot. You don't want to create a fire hazard.

If you want lots of light, go with floursent lighting. They produce 3200 lumens for 40 watts and produce little heat.

Another option is exposed track lighting. Less of a fire hazard, however you did say you want recessed.

Consider painting the walls white to reflect the light better.
