Levelling a house

My house is on wood blocks (built in early '70's), in a VERY northern climate. The wall in one area of the house has separated from the floor, however this is an area that is attached to an addition built in '94. Is the separation caused by the level of the new addition or by the ground temperature. How can I tell? Is Jacking and relevelling the house (or addition) an option? WHAT? Huh? Huh? Tell me!! Please!!
