Jim, In my opinion,
1) The hard material on the floor could have been old carpet pad that had degraded and stuck to the floor. This stuff gets like concrete, and is very hard to remove.
2) The floors were refinished after sanding. Right? That would seal in and encapsulate any asbestos that might have remained on/in the floor.
3) The sanding process had a vaccum bag attached to it that would have captured most of the dust.
I think you are worrying about nothing. Your child probably has a bigger risk of climbing up those stairs and falling down them than any threat from asbestos.
