Leaky Basement Windows

I have a house that is less than 5 years old and my basement windows leak through the weather-stripping (water and dust) and around the wooden chase (water). The water comes when it rains against the wall with the window as is it tonight. These window open inwards. I have had the manufacturer's (CWD) service people out a few years back and they installed another weather-stripping, which helped a bit but never cured the problem. I have sealed around the vinyl and the cement parging with a polyurathaine sealant and this still didn't help with the leaks around the chase.

I want to insulate the basement wall but can't until this problem is cured.

Can anyone help.
