Leaking windows

Last night we had the first solid rain for quite some time in this area. We had some water leaking through the caulking around two windows on the same wall. I never noticed this before. It comes in towards the top of the windows, then runs down INSIDE the caulk, then out through holes at the bottom corner of the caulk on the window ledge. One window just had a trace amount of leaking, the other went through a couple of towels, but was still minor.

Now that the rain is past, what do I need to do? My guess would be: wait a day until things dry out more, remove old caulk, put in fresh caulk. Would I put the caulk on the exterior or the interior? Do I need to check and/or remove any drywall? (The paint directly under the window has a long horizontal bubble now).
