Leaking Pipe Cut-Out in Basement

Our well water line enters our house through the 8' poured concrete foundation. The line is about 1 1/2 " and enters the wall at about the midpoint (4'). Apparently, it looks like a hole was drilled in the foundation to accomodate the line and was then filled with mortar.

Here's the problem. I live in Virginia and we just got 18" of snow, which is melting rapidly, along with 3" of rain yesterday (you may have heard about all of the roofs collapsing around here!) Since earlier today, there has been a slow trickle of water seemingly seeping between the mortar and the well line.

Two questions:
1) what can I do immediately to stop this leak?

2) what's the long term solution?
