leaking chimney

I have a new chimney which continues to leak water out of the cleanout on the furnace portion of the chimney. It never seems to leak on the fireplace side. We had this problem with the old chimney and did not expect problems with the new chimney. The chimney seems to leak the worst when we have a warm spell during the winter. It doesn't leak during the rest of the year. Some people say the brick is porous and you should treat it with a sealer like Thompson's water seal, however others say if you do this and water gets in the moisture could freeze and bust off the face of the bricks. I need advice. Thanks
