Actually, most areas of the country used lead for their water services untill the 1940's when copper and steel began to be used. They did not know about the lead contamination. In St Paul, Minnesota, Lead water piping is still in the ground today (though it is required to be replaced when damaged). I have been pulling out lead systems and replacing with copper and pvc for the last 10 years.
