Laying tiles on concrete floor

I plan to lay ceramic tile in a 3 season room. It has a concrete painted floor. The room is not heated in the winter. The question that I have is that there is a concrete step leading into the area that will be covered with ceramic tile. Should I lay the tile up to the step riser first and cover the step riser second or should I place the tile on the step riser first and than lay the floor tile up to the riser? What type of ceramic floor tile do you recommend for a room that doesn't get heated in the winter? We live in the Chicago, Illinois area. Also what type of adhesive do I use?
