large whole in ground Cistern or well or ??????????

I just purchased a 250 year old home.After sweeping the back patio I noticed a cement cover scratched in the cement was the date 1970.I lifted the cover to discover a round cavity about 8' across and 8' deep.It is made entirely of had 2' of water in it.There was a 11/2 platic tube coming from the top that ran up the side of the house(sort of like a vent).4' feet from the bottom was a 5" clay pipe protruding from the wall coming out of the pipe was a 2" plasic tube that goes to the bottom of the tank.At the end of the tube is a metal filter.
If it is a cistern how would the water get there???
If it is a well how does the water get there???
How does the water get out to be useful???
The large pipe is pointing away from the house towards our new septic(about 75' away).
This tank does not show up in any city plans or permits.The tank could be considerably older then the lid.
I would like to use it for watering our lawn
Please help
