laminated cabinets

Oil primer is a Glossy Surface Primer, Ideal Bonding Coat for cabinets and paneling.
Recommended one to two hours for finish coat time.
Blisters after the primer is put on. Tried with light sanding and then sanded to what looks like a nice wood grain, primer still bubbled. This house was built in 1962, could this be just a thin layer of wood instead of laminate as we assumed it to be? Tried painting just with the paint on the bare wood (?) and it looks nice but we're concerned if it will stay on. Thanks, Donald
