my advice is to take the matter up directly with your neighbors. Go for the win-win solution, ie, when you raise the issue with them, take along a constructive attitude and possible solutions. Your neighbor should be shown all the possible benefits of trying to help you out. Number one on my list of possibilities is explaining to the neighbor how much longer his heat pump would last and how much more efficiently it would do its job if it were properly mounted, situated, shielded, and maintained. Sound mount pad? Appealing unit fence? You could get a noisy dog to drown out the sound and return the favor? Educate yourself on the subject and be prepared to show the neighbor what a blessing you are. Get them enthused. Bake a cake and tap a keg. Invite me. And pray for our President and Armed Forces.
