Kitchen Ceiling Paint peeling

I have a home built in 1960 with a plaster ceiling in the kitchen I have washed and rinsed it repeatedly but it still has a chaulky residue I tried painting it with a top quality ceiling Paint but it is peeling not in just one area but about 70% of the area and now after 1 year the paint is almost completely peeled off. I have tried washing it again and rinseing but I still get a chaulky residue. I am afraid a new coat of paint will peel as well. Can you tell me what is happening and what to do? I am painting it because the finish coat of plaster shows a crackleing to it not open crackes but like grey line cracks showing through the finish.
