Kitchen Cabinets

Help! My kitchen cabinets were given a bad paint job a year ago. The painter used latex paint. I tried to fix it myself and was told by the paint store that I needed to also use latex paint on top of it. I should not use oil paint over latex. I finally gave up on trying to get it all fixed myself because I couldn't keep up with painting and a full time job and other household duties, etc., etc. I have had two painters come in for estimates. One said he could "salvage" it using another latex; the other said he could salvage it using an oil based paint, which, he said, should have been used in the first place. Which one is right??! I'm sick of this kitchen. Thank you.
