Kilz primer on particle board subfloor

I recently purchased a home and pulled up the carpet and pad to find a particle board subfloor on top of the structural subfloor, made of 2x8's, which rests at a 45 degree angle to the wood joists. There are some stains on the particle board probably from pet urine (the seller had 3 dogs), spilled drinks, and water from plants. I'm going to have new carpet installed over the particle board and have heard from neighbors that when they replaced their carpet, they primed the particle board with kilz primer to seal it. Is this a good thing to do? Will the primer cause the partcle board to fall apart? Will the particle board still breath from underneath? Should I use an oil based primer vs.latex?
