Kenmore water softener repair

I don't have local service for my Kenmore watersofter (High capacity 70) so I've done periodic repair. I cannot get the brining cycle to work properly. When it cycles the rotor to start sucking the brine water into the sediment tank, it starts too but when the rotor moves all the way to the brining slot, it is running water into the main tank again. I've replaced the rotor, checked the venturi and everything looks ok. I've put in new rubber gaskets, taken it apart and reset everything a dozen times. I know I need a water filter on the supply side for a better long term solution to these re-occuring problems but the new rubber gaskets should have fixed the problem. I'm at the end of my options and cannot figure out why it won't work. Any ideas related to these particular softeners?
