keep the old mortor from between the bricks from crumbling

i am restoring a turn of the century building in my downtown.
the brick walls are three bricks thick, so it is solid..
on the inside walls ( a couple of them), i am chipping off the
old plaster so we can see the old brick.....since there are
three layers, we feel it will be well insulated...the problem is
how do i keep the old mortor from between the bricks from crumbling
out?....can i put some sort of urethane over these bricks and
mortor to keep the dust and crumbdling down?
