Just bought a house- many, many questions!

My wife and I have just purchased our first house- a
ranch style home that is 24 years old. In pretty good
shape, just needs updating and TLC. I have questions
on several topics and would appreciate some advice.
First, we are remodeling the kitchen- new floors
and cabinets. We plan to install ceramic tile. Should
it be installed before the cabinets or after?
Also have a question on the ceiling. I don't see
any water spots, but it is textured and has some
discoloration after two decades. Can we just paint over
the texture to refresh the looks of it?
Last question for now- we live in eastern Kansas
and have a lot of variability in climate. The crawlspace
under the house is kind of a mess. First, all of the
insulation up against the subfloor is falling off. It
is not very tall, only 14 to 20 inches, and has no vapor
barrier. Should I install vapor barrier, ventilate the
crawlspace and insulate all heat/ac ducts and water
lines plus reinstall under the subfloor, or just seal
it up good and try to keep it dry?
