Seems that we do not have a solution for your situation. You do know that water has to be channeled away from the house. You do need some sort of barrier between the outside dirt and the cinder blocks.

Drylok makes a product for coatings of cinderblocks and cement walls to stop water leakage and contains 5% silicon for movement. Might consider ONCE you get the blocks dry, to coat the outside and inside with this product, then barrier up the walls outside and back fill and consider installing some sort of French Drain to carry the water away.
