I suspect you have poor/loose connections on the 30 amp circuit breaker he installed....and this is causing high current draw at the loose connections....causing the smoking from the breaker panel and ultimately the breaker to trip. Call the installer back to have him redo it correctly...under warrantly hopefully. should have him recheck the terminations at the dryer outlet too to make sure they are tight. get this taken care of quickly before something worse happens. good luck.
