I would think an electrician would do it for about 150.00.

The fixture would have to be removed, and a correct electrical box installed in its place. The box installation must be capable of holding the weight of the chandelier. Then the chandelier would be wired and attached to the box.

One thing to consider....I would try to find a chandelier with a base that is larger than the existing ceiling hole, otherwise you will have to cover that hole somehow. There are also decorative light fixture moldings available that will cover the hole if it is too big.
