I used to have a house with a heat pump and when it got down into the 'teens, it would frost up pretty thick on the coils. I believe (on this unit anyway) it just could not make enough heat to defrost the entire coil when it is that cold out, and its first priority is to make heat for the house.

The advice you got is correct; turn it to Emergency heat and forget about keeping the coils clean. You aren't going to get any heat out of 20 degree air anyway.
