Is mortar required btween concrete board and plywood subfloor?

I hired a contractor who has refused to apply a layer of latex mortar between the upstairs plywood subfloor and the concrete board. He has screwed the concrete board directly to the plywood, then applied mortar, tile and grout. Two weeks after install, the grout is already cracking and the floor makes a popping sound when you walk on it. Is this because he didn't use the mortar base between the wood and the concrete board?
