Interior painting

Prior to painting an interior wall, I need to scape off some old, peeling paint. Once I do that, it is realistic to expect to be able to use spackle to put over the scraped area so that it is at the same level as the areas where the old paint remains because it is adhering? I don't think spackle can be used to raise the level of the scraped area to be level to the unscraped area. As an alternative, should I instead simply use sandpaper on the border between the scraped and unscraped area, or perhaps apply more primer to the scraped area to raise it to the level of the unscraped area? I hope I was clear enough to communicate what my question is. Thank you.
