Insulation is maxed out at ceiling line...

The ceiling line is fully insulated, at least for the depth of the joists, and there is 3/4 inch plywood on top.

Do I get an incremental benefit from insulating the rafters (such as less heat gain in the attic)?

Is there a downside to insulating the rafters? I assume no vapor barrier is best.
