Insulation - house is Freezing!

My house is very cold (for many reasons, I'm sure. No insulation in walls, leaky windows, etc..) But the reason I would like to address here is the attic insulation.

I have 6? (4?) inches of insulation in the attic right now - but we have had work done up there and a lot of debris has fallen onto it (roofing material) - and a lot of people have walked around up there and laid boards accross it. So I think it may be compressed a little. That's background info...

The reasons I want to pick on the attic are that:
I can't insulate the walls right now.
I have put plastic over the windows.
The upstairs is much colder than the downstairs.
There is no frost on the North side of the roof, but it is on all of the neighbors' roofs and on the overhangs of my roof. That leads me to believe that a lot of heat is going throught the roof.

Given all of that - would putting more insulation in the attic help - or is there something else I should look at?
