I don't know why you wouldn't insulate the walls. I would recommend putting a plastic vapor barrier directly against the concrete wall to prevent moisture from possibly corrupting the insulation. Then use unfaced R-13 fiberglass insulation (a little more expensive than R-11, but worth it). I've never heard anyone say "you shouldn't insulate 2' and beyond below grade". Interesting...
