Blow it. AS with most loose fill & batt insulation, the primary insulator is air. Cellulose has an Blown R-Value of about 3.7 per inch. Packed it drops (Dense pack cellulose- r-3.55 per inch.

However, with blowing, you should not need to pull up all your attic boards. You should be able to slide your hose in & blow at least 6-8 ft.
