insulating under bay window

i recently bought a house and blew in insulation to the older part of the house that was not insulated. there is an older bay window that was constructed by the former owner years ago. i can see the 2x4 framing. can i just put some insulation in there and cover it with plywood? there is a window seat inside with doors under it. do i need to be concerned with a vapor barrier? thanks for any assisstance.
