Insulating roof

Hi, I just had a knee wall installed in my attic. The inspector said that the roof required more support. (townhouse built 1977 and two layers of shingles on roof). The attic is about 30 feet long and braces installed every other rafter (13 on each side)

The contractor said roof should be insulated and installed r-19 in the roof. The attic is vented on one side that spans the length of the house. The other wall is a shared wall. I think there are alos soffit vents, but not sure. I have conflicting info on whether we should have insulated the roof. It was not there to begin with. The cost was 2000. to insulate and build knee wall. I am afaid 1. I got ripped off and 2. did something that was not necessary and potentially harmful. By the way, I have an attic fan installed in the ceiling of the 2nd floor Will this help with cooling. Also, I have electric heat so we thought insulating roof was way to go. What did I do??? Help!!
